Culpeper County Public Schools (CCPS) is proud to recognize two individuals whose commitment to inclusion, compassion, and service has made a meaningful impact on students and school communities. The 2025-2026 CCPS Inclusive Spirit Awards have been presented to Jacqueline Nordenger, a teacher at Eastern View High School, and Lilliana Barnhill, a student at Pearl Sample Elementary School.
The Inclusive Spirit Award recognizes individuals who exemplify CCPS' commitment to creating welcoming, supportive, and inclusive learning environments where every student is valued and empowered to succeed.

Staff Recipient: Jacqueline Nordenger
Jacqueline Nordenger, a VESOL teacher at Eastern View High School, has been named the 2025-2026 Inclusive Spirit Award recipient for staff.
Ms. Nordenger has been instrumental in supporting the successful inclusion of students with disabilities in general education classrooms. She consistently challenges her students to reach their fullest potential, refusing to allow disabilities to define or limit their opportunities. Instead, she intentionally focuses on each student's strengths and abilities, helping them build confidence, independence, and a sense of belonging.
Through her creativity, persistence, and compassion, Ms. Nordenger provides meaningful support both in the classroom and through extracurricular activities, ensuring students have opportunities to thrive academically, socially, and personally.
Student Recipient: Lilliana Barnhill
CCPS also recognized a student whose daily actions demonstrate exceptional leadership and kindness. Lilliana Barnhill of Pearl Sample Elementary School has been named the 2025-2026 Inclusive Spirit Award recipient for students.
Nominated by staff at Pearl Sample Elementary School, Lilliana was recognized for her unwavering commitment to supporting students in the adapted curriculum classroom. She regularly volunteers her indoor recess time to communicate, socialize, and play games with students, creating meaningful connections that brighten their day.
Whether assisting a peer with academic tasks or simply engaging in conversation and social activities, Lilliana is always the first to offer patience, kindness, and encouragement. Her dedication to fostering inclusion and building relationships serves as an inspiring example for her classmates and the entire school community.
